세 번째 계획안은 상가의 면적을 최대화하는 것이었다. 아무래도 수익성이 큰 이슈가 되기 때문이다. 하지만 주차전용빌딩은 법적으로 주차장외 다른 용도를 30%이상으로 계획할 수 없다. 가장 중요한 것은 30%의 상가 수요가 있느냐 하는 것이다.
The third plan was to maximize the area of the mall. Because profitability is a big issue. However, parking-only buildings cannot legally plan more than 30% of other uses other than parking lots. The most important thing is whether there is a demand for 30% of the commercial space.
1층은 사용자가 접근하기 쉽고 임대료도 2층보다는 비싸기 때문에 많은 공간을 상가로 배치할 수 있다. 하지만 2층이상은 접근이 용이하지 않고 또한 공공주차빌딩이므로 시청에서 사용하는 공공의 공간이 필요하기 때문에 2층은 주민공동시설, 공공도서관으로 사용하여 주차빌딩으로 사용되는 것에 대한 여러 민원을 상쇠시킬수가 있다. 그러나 이또한 수익성과는 상반되는 문제이므로 여러 딜레마가 있는 프로젝트였다.

주차빌딩은 주로 외피 디자인에 따라 주는 느낌이 다르다. 전면부는 자동차의 흐름을 반영하여 역동적인 도시의 모습을 형상화 하였고 측면은 주거공간이 면해 있는 곳이므로 숲의 나무의 모습을 형상화하였다.
The feeling of a parking building is different mainly depending on the exterior design. The front part reflects the flow of cars to embody the dynamic city, and the side faces the residential space, so the trees of the forest are embodied.
